horizont3000, the Austrian Organization for Development Cooperation, is seeking an Expert for Climate Action for an assignment in Kampala (Uganda) until the end of 2026.
The impacts of climate change threaten the livelihoods of people in East Africa, especially those heavily reliant on natural resources and small-scale agriculture. horizont3000 works with local partner organizations, for whom the consideration of climate change and environmental issues in their work is becoming increasingly important. The purpose of this personnel deployment is to further strengthen the capacities of these partner organizations in the areas of climate change adaptation, as well as environmental and climate protection. This will enable them to integrate these topics even more effectively into their project work and, consequently, increase the climate resilience of the communities they collaborate with.
This will be achieved by guiding and supporting partners in the integration of climate and environmental themes at institutional and project levels, and by building technical and methodological capacities for the development, planning, and implementation of climate-relevant projects.
Your Responsibilities

Planning and conducting further training – mainly online: Training sessions, workshops, exchange formats, etc.

Providing expert support for Climate Action measures and strategies

Sharing informationon climate and environmental issues, and related events, networks, tenders, etc.

Guiding the implementation of Environment and Climate Self-Assessments and supporting the subsequent action planning and implementation

Coordinating and moderating the existing Community of Practice for Climate Action East Africa

Advising on organizational development: Developing and revising guidelines, strategies, and plans related to climate change adaptation and disaster preparedness; environmental and climate mainstreaming

Supporting partner organizations with fundraising

Supporting the implementation of horizont3000's Environmental and Climate Policy.
Your Profile
- Expert in climate change or Climate Action; Project Manager with experience in climate change, Organizational Developer
- Degree from a tertiary education institution (university, polytechnic, etc.) with climate and environment-relevant content
- At least 3 years of relevant professional experience
- Methodological knowledge in knowledge management, change management, and mainstreaming
- Excellent moderation and training skills (including online)
- Expert knowledge in climate change adaptation and mitigation, including participatory methods.
Familiarity with international climate negotiations - the United Nations Framework Convention on Climate Change (UNFCCC) and its key agreements is an advantage - Experience with advocacy, policy dialogue, and fundraising is an advantage
- Very good English
- MS Office, use of digital communication tools
- Creativity, analytical and conceptual skills, flexibility
- Good interpersonal skills and ability to work in a team
- Self-organization and high sense of responsibility
- For the North2South assignment we are looking for a specialist with a valid work permit for Austria or the European Union.

Partner Organization
This assignment involves supporting several selected civil society partner organizations in East Africa. The workplace will be located at the horizont3000 Regional Office. Kampala
The capital city of Kampala is located in southern Uganda, directly on Lake Victoria. Due to its altitude, the climate is temperate. Entebbe International Airport is approximately 35 km outside the city. Overland roads are well-developed, but in Kampala, while most streets are paved they are sometimes in poor condition and some side streets remain unpaved. . Traffic volume in the city area is very high and prone to congestion, so it is recommended to seek accommodation close to the workplace. Housing with international standards is available in Kampala. The supply situation is excellent. Medical care is very good. There are international schools and numerous recreational opportunities (sports facilities, public hotel pools, gyms, cinema, a wide range of cultural offerings, and excursion destinations). Due to the relatively low everyday crime, Kampala can be considered relatively safe compared to other African metropolises.
